Offshore Company Formation in Mauritius

General Overview. Development of offshore services in Mauritius initiated in the beginning of the 90ies of the XX century.  The Financial Services Commission regulates financial services provision and management in Mauritius.
 
Banking Sector. At present there is no distinction between onshore and offshore banks as such. An offshore Banking Unit is an organization which is authorized to conduct banking activities in international currencies different from MUR. In addition, they may provide trust services and conduct fund management activities. All the banking institutions must obtain license for providing banking services, and auditors must be changed at least once every five years.
 
Insurance Companies. Offshore insurance services may be provided from Mauritius. Private and public captive insurance companies are allowed. Every entity which plans to provide insurance and/or reinsurance business must obtain a license by submitting a number of requested documents, a comprehensive business plan and adhere to the liquidity requirements.

Holding Companies. Due to its extensive double taxation treaties network in combination with a favourable taxation regime, Mauritius is often chosen by entrepreneurs of the region and worldwide for establishing an offshore holding company and offshore trading subsidiary there.

Investment Funds. Open-ended and closed-ended companies may be established and managed in Mauritius. Offshore investment funds are required to have an administrator, custodian and auditor in Mauritius. Accounting documents, as well as NAV calculation must be processed and kept in the jurisdiction. Investment funds may benefit from double taxation treaties network and an investment business license must be obtained in Mauritius, in order to conduct investment business.

Shipping Registry. Citizens of Mauritius or locally registered companies may register a vessel on their name for duration of a minimum of one year. Vessels must not be of more than 15 years of age.

Aircraft Registry.  Aircraft registry is supervised by the Financial Services Commission, but licensing and operations are monitored by the Civil Aviation of Mauritius.
